The Outskirts is an area dominated by the Screaming Cats. The pirates used this area of flooded suburban housing to place their base, the mess of pontoons called The Jaggie Death. Led by Wailing Kate, the Cats make a business out of the fighting arena onboard Jaggie. They will dispatch hunting boats to kidnap defenceless individuals from the waterways around Stockton.

The year is 2024, 3 years since the great flood; Tower 24 is a busy trade hub in the centre of a nearly submerged Stockton. The party have been asked by Blacktooth to assist The Tower by retrieving an extremely rare high-current relay from the abandoned power plant on the outskirts of town. The old plant is fraught with danger, and the characters will have to put your lives on the line, either for money, or for the moral reward of helping the Tower.

Intro For Players

Your character may be a long-term resident of Stockton, or a traveller who happened to be passing through. They may be one of a kind, or just an example of a plurality. Whatever or whoever they are, they have been asked by Blacktooth to venture into The Old Plant and retrieve some precious salvage. For money or honor, your characters will soon etch a tale into the ruins of the world.

Areas

  • Tower 24, a bustling trade hub in the flooded city, presided over by Blacktooth.
  • Grit Street, a key waterway to the north of The Tower, filled with unsavoury characters.
  • The ‘Skirts, a grim area of old housing that was built on a floodplain, now occupied by the Screaming Cats and their floating base, The Jaggie Death.
  • The Plant, a disturbing abandoned nuclear power plant, occupied by mutated creatures and insane cultists of The Yellow God.

Tower 24

Tower 24 is an old office block that rises high above the floodwater surrounding it on all sides. The exterior is brutalist, and it casts an impressive visage over the surrounding waterways. The location got its name from being the 24th building on the evac list when the flood hit. Nowadays, denizens of Stockton convene here to trade supplies and information.

Blacktooth is the de-facto leader of The Tower, and worked his way here through strong leadership and a clear business mind. He is primarily motivated by keeping his position safe, and will make calm and rational judgements, unless it is regarding the Screaming Cats, who he will hunt down at all costs. Primarily uses a 9mm pistol.

Anvil is Blacktooth’s enforcer. She is a brutal warrior, wielding a large staff with an old anvil strapped to the end of it (3-harm hand area). She also carries a sawn-off and wears riot armour(2-armour). She is deeply loyal to Blacktooth due to an old debt (she would not reveal this unless under duress).

One-Eye is a grizzled old merchant who has been here since the start of The Tower. He is primarily concerned with turning a profit by whatever means necessary, providing it doesn’t anger Blacktooth. He sells an eclectic variety of items, largely salvage brought to him by his Jinglebirds, scavengers who wear plague-doctor masks. He keeps a sawn-off taped to his wheelchair.

Bargers are long-distance traders who bring food from some of the rare patches of fertile land left in this world. They wear long tan work coats and are heavily armed. They will defend their cargo with threats and bigtalk, but will not actually fight unless directly attacked, for fear of angering Blacktooth and being barred from the tower.

Grit Street

The water along Grit Street is black and silty, polluted by the large amount of water traffic that moves through it, as well as by the abandoned gravel factory nearby. If players fall into the water, there is a 50% chance they are attacked by a giant trout, resulting in the suffer harm move. Ruined Buildings line the sides of Grit Street, and though they are numerous, there is little of value in them that is easily accessible. Travellers along the street can occasionally hear Jinglebirds coming into conflict with feral dogs.

Sharp Rafts are large wooden rafts piloted by a pole-man. They are occupied by drug users who do not wish to realise the world as it is today. They will avoid conflict, though the pole-men have 1-armour and an smg to deter attackers.

The ‘Skirts

The Outskirts is an area dominated by the Screaming Cats. The pirates used this area of flooded suburban housing to place their base, the mess of pontoons called The Jaggie Death. Led by Wailing Kate, the Cats make a business out of the fighting arena onboard Jaggie. They will dispatch hunting boats to kidnap defenceless individuals from the waterways around Stockton.

Wailing Kate is a brutal and merciless leader. She leads the Screaming Cats with an iron fist, and seeks to eventually bring down The Tower. She uses a hunting rifle and a sleeve pistol.

Cheshire Boy is a border-line insane lackey of Wailing Kate’s. He wields Many Knives(see statblock). Cheshire boy will run into battle with a disconcerting smile on his face, and scream before he stabs somebody. If not directly under Kate’s command, his moves will be as hard and as direct as possible.

Whenever the players travel through The Outskirts, the MC move “capture someone” will trigger, hopefully leading to a snowball. Note that this should be preceded by “announce future badness”.

The Jaggie Death is the base of operations of the Screaming Cats. It is a huge mass of pontoons tethered together, getting to roughly the size of a football field. It features a large fighting arena, a slaver’s stall, and a large set of docks/mooring spots. The Arena is a large area, the size of an ice rink, and the perimeter is bounded by a rough wall. Slave fights are hosted here on the regular, and the sell-out events tend to be the 6-person free-for-alls.

The Announcer is a crazed individual with terrifying stage presence. He wears a neon hockey mask and a long colourful coat. Although he talks big, he is a coward.

Gutgash is the current champion of the arena. He fights with a serrated machete, and wears a belt of grenades, claiming he’s taking down whoever kills him as he goes. He will take the most hard and direct moves towards anybody he doesn’t respect, but is willing to work with any non-cats to make an escape.

Slavers’ Row is a long row of cages situated near the docks. Here, The Jaggie’s bustle is most clearly on show, as sellers and buyers create a near-deafening cacophony of voice. Anybody could be bought or sold here.

The Docks are a large set of piers, pontoons and mooring cleats that almost completely cover the east side of The Jaggie. Here, trade in a lot of non-sentient stuff can be found, especially stuff that would not be allowed in The Tower.

Strayboats are reinforced RIBs with mounted MGs. They are crewed by two to three cats, and feature a metal bar along the back to handcuff prisoners to. Strayboats will generally take hard and direct moves if a potential victim shows weakness, which often leads to them preying on Sharp Rafts.

The Plant

The Plant is a hellish area full of mutated fauna and insane cultists. The water that flows here is deeply polluted, both with psi-energy and radiation. If a character falls into the water, they must make a suffer psi harm roll.
